Official short title: Lindsey O. Graham Sanctioning Russia and Iran Act of 2026

Russia sanctions, tariffs of up to 500 percent on Russian goods, an Iran sanctions extension, and other provisions.

Russia sanctions and restrictions

Sections 102 through 111 require the President to review specified Russian officials and other described persons and vessels, sanction those persons, and identify those vessels as blocked property. They also impose restrictions involving Russian financial institutions, state-owned entities, fund transfers, securities listings, U.S. investment, energy exports, sovereign debt, financial messaging services, and uranium imports.

Import duties

Section 112 requires the President to raise duties on goods imported from Russia to a rate of up to 500 percent ad valorem. Section 113 requires duties of up to 100 percent ad valorem on goods from countries that, beginning 30 days after enactment, knowingly make new purchases of Russian crude oil or natural gas and were among the five largest importers, or that were among the top five countries facilitating Russian oil sanctions evasion.

Waiver, termination, and sunset

Section 115 lets the President waive sanctions, restrictions, or duties after certifying to Congress that a waiver is in the national interests of the United States. Under section 117, terminating measures on Russian persons or Russia requires a certification that Russia signed a peace agreement accepted by the Government of Ukraine and ceased hostilities against it, and a termination waits through a congressional review period during which a joint resolution of disapproval may be enacted. Section 203 ends Division A, other than section 201, five years after enactment.

Section 201 amends section 13(b) of the Iran Sanctions Act of 1996 by replacing 2026 with 2031.
