The engrossed text, as passed by the House on June 3, 2026, directs the President under section 5(c) of the War Powers Resolution to remove U.S. Armed Forces from hostilities against Iran unless explicitly authorized by a declaration of war or a specific congressional authorization. It excepts forces necessary to defend the United States or an ally or partner from imminent attack, if the President complies with section 5(b).
